Unfortunately, by the time the warning signs start to become apparent enough that someone with a substance abuse problem is showing outward signs of intoxication like this...it is pretty progressed.  To be fair, this could just be this news anchor coping with a bad situation in his life and an isolated incident.  But my bet, he has had a serious problem that has gone unnoticed for a while.  It is often surprising how long people with such problems go about their lives dealing with alcoholism or drug addiction all while juggling demanding jobs.]]></description>
