Unfortunately this is not the first time, or the last time this has happened.  You make a good point, it seems pretty obvious that there was not enough scrutiny of this officer.  

My bet, this is not his first horrible over-reaction.  In the coming weeks and months I would not be at all surprised to learn that he has a disciplinary record for being abusive to people.]]></description>

What type of check did this guy have to pass?
